Lisa Hofflich

Lisa Hofflich is a Managing Director at Bolton-St. Johns with two decades of experience in government relations, public affairs and coalition strategy across city, state and federal levels. She has built a practice around helping mission-driven organizations, advocacy groups, and industry leaders advance complex policy goals, navigate regulatory challenges and forge durable partnerships with government and community stakeholders.

Before joining the private sector, Lisa served as a Senior Advisor to U.S. Senator Kirsten Gillibrand, managing policy portfolios spanning healthcare, education, disability rights, environmental issues, aging, agriculture and food policy. She guided federal engagement on PFAS contamination at Stewart Air National Guard Base and on nuclear decommissioning issues surrounding Indian Point Energy Center. Lisa advised organizations on Congressionally Directed Spending, federal grants, and matters requiring coordinated federal-state action.

Earlier in her career, Lisa served as a Legislative Advisor in the New York State Assembly, where she drafted and negotiated landmark statutory reforms — among them the law ending child marriage, legislation prohibiting salary history inquiries in hiring, and the creation of a child sex trafficking statute that brought state law into alignment with federal standards.

Lisa was named to City & State's 2025 Asian Trailblazers list and the 2024 Power of Diversity: Asian 100. She serves on the boards of the Westchester County Human Rights Commission and Eleanor's Legacy, and is an elected District Leader. A graduate of New York University, Lisa began her career as an investigative news producer.
