Patrick J. is a Partner at Bolton St. Johns, having joined the firm in September 2019. Included among his areas of legislative and regulatory expertise are those dealing with energy, the environment and economic development. Prior to joining BSJ, McHugh founded the Albany-based government affairs firm, The Elk Street Group, LLC, where he also served as the firm’s President for over 7 years. McHugh also previously served as the Managing Partner in the government affairs/lobbying firms Copolla Ryan McHugh Riddell and Marsh, Wassermann and McHugh, LLC. He also served as Deputy Director of the New York State Petroleum Counsel, where he oversaw the Council’s state legislative and regulatory programs.
Mr. McHugh has also held several staff positions in the New York State Legislature, commencing in 1979 as a Research Assistant with the state Senate Committee on Commerce, Economic Development and Small Business. He also previously served on the legislative staffs of Senate Majority Leader Ralph Marino and Senate Majority Leader Warren Anderson. His assignments also included positions with Assembly Minority Leader CD (Rapp) Rappleyea and Assembly Minority Leader James Emery. Mr. McHugh holds an undergraduate degree in Political Science from the State University of New York College at Cortland and a Masters Degree in Public Administration from the Nelson A. Rockefeller Graduate School of Public Affairs and Policy at the University at Albany
